The Franklin County Complex Coordinated Terrorist Attack (CCTA) Full-Scale Exercise will be held this Saturday, August 28, 2021 from 8:00 a.m. - 4:00 p.m. The large-scale public safety response exercise will simulate several coordinated terrorist attacks with moulage "victims" at multiple locations across Franklin County.
IMPORTANT NOTE: - DON'T BE ALARMED. THIS IS ONLY A DRILL. NOT A REAL-LIFE EVENT. Residents should not be alarmed if they see increased public safety activity in various areas of the county.
Hundreds of participants from public safety, private sector, and non-governmental agencies from across Franklin County will be involved in the simulated exercise this Saturday. Approximately 50 participating agencies will have their personnel validate tactics, techniques and procedures responding to a series of coordinated attacks.

In 2018, Franklin County was awarded grant funding from the U.S. Department of Homeland Security's (DHS's) Federal Emergency Management Agency (FEMA) as part of the Fiscal Year (FY) 2016 Grant Program to prepare communities for these attacks. The grants were distributed to over 30 cities across the country to enhance resilience and build capacity at the local level. Franklin County received $829,725 to test and validate Franklin County's response to an unfolding CCTA situation across the county.
Funding was used to develop and implement effective, sustainable, and regional approaches for enhancing preparedness for CCTAs which include the following components: capability gaps, developing and/or updating plans, training to implement plans and procedures, and conducting comprehensive exercises to validate capabilities.
