All-hazards planning, mitigation, response, and recovery are the cornerstones of a comprehensive emergency management program. All agencies and jurisdictions should have Continuity of Operations (COOP)/ Continuity of Government (COG) plans in place to ensure their operations can continue in the event of an emergency.
Franklin County Emergency Management and Homeland Security created guidance to assist local jurisdictions and agencies to complete a COOP/COG plan.
Two documents are available to assist you through your planning process. The COOP Plan Template
and accompanying COOP Template Instructions
will help your jurisdiction or agency plan for critical tasks – such as employee notification and communication, retrieval of essential records and equipment, and prompt relocation – that will help ensure the continuity of operations and minimal disruption of essential functions during an emergency.
